Regulatory Review: February–March

The rate at which laws, regulations and administrative acts are created and improved all over the world is overwhelming. It can be difficult to keep on top of proposed or approved legal changes that may have a significant impact on how and why you do your science. The Regulatory Review in the SETAC Globe is designed to give a snapshot of topical regulatory information and activities that impact the SETAC scientific community.

The U.S. Environmental Protection Agency (USEPA) announced the proposed National Primary Drinking Water Regulation (NPDWR) for six per- and polyfluoroalkyl substances (PFAS).

The Modernization of Cosmetics Regulation (MOCRA) was signed into Law 29 December 2022 within the Consolidated Appropriations Act 2023strengthening the U.S. Food and Drug Administration’s oversight of the personal care products sector, including ingredient notification requirements and mandatory recall authority.

An info session will be held 5 April to explain the European Chemical Agency’s proposed restriction of around 10,000 PFAS, and to help those interested in participating in the consultation.

China’s new list of key controlled new pollutants for priority management includes PFOA, PFOS, PFHxS and SCCPs. It came into effect 1 March.

The European Food Safety Authority updated the 2009 guidance on the Risk Assessment for Birds and Mammals.

The Organisation for Economic Co-operation and Development (OECD) Fact Cards on 15 groups of more than 100 PFAS substances including references to more than 240 names and synonyms are now found via eChemPortal.

Nominations of chemicals, microbes or other substances currently not regulated in drinking water for possible inclusion on the USEPA Sixth Contaminant Candidate List are due 18 April.

The USEPA released version 3.3 and a new online extension of the human-health dose-response analysis Benchmark Dose Software.

The European Commission released a 90-page Future Brief on Nanoplastics: State of knowledge and environmental and human health impacts.

The 60-day comment periods for two of Environment and Climate Change Canada (ECCC) proposals will close soon: The Proposed Risk Management Approach for Cyanides will close 26 April, and the proposal to add Resins and Rosins to the Canadian Toxic Substances List will close 17 April.

ECCC also published the final screening assessments for Ethylene thiourea and Caprolactam and the final drinking water guidelines for boron.

The USEPA announced a series of regional PFAS engagement sessions on the PFAS Strategic Roadmap.

OECD published a new website on sustainable chemistry.
